Seven SEC states still have no sportsbook app heading into October. Here is where each one stands.

Texas, Georgia, Alabama, South Carolina and Oklahoma have no legal sports betting; Mississippi allows it only inside casinos; Florida has one app. A state-by-state check on what moved in 2026 and what fans can use this season.

More than half of the SEC's footprint went into the 2026 season without a statewide sportsbook. Here is the status of every holdout, and what fans there can actually use.

Texas: no movement until 2027

The Legislature's 2026 session ended, as every session since 2019 has, without a sports betting bill reaching the ballot. Texas requires a constitutional amendment, which means two-thirds of each chamber and then a public vote. The next window is the 2027 regular session. Longhorns and Aggies fans have the federally regulated prediction markets, Novig among them, which operate in Texas today.

Georgia: another session, another stall

Georgia's General Assembly again failed to agree on ballot language for a referendum. The sticking point for several years has been whether sports betting can pass as a lottery game without a constitutional amendment; the two chambers have not resolved it. Bulldogs fans are in the same position as Texans.

Alabama: nothing since the 2024 collapse

A comprehensive gaming package that would have created a lottery, casinos and sports betting died in the Alabama Senate in 2024 by a single vote. It has not returned. Alabama remains one of the few states with no lottery at all. Prediction markets operate statewide.

Mississippi: casino floors only

Mississippi has had retail sportsbooks since 2018, but mobile wagering works only while you are physically on casino property. Bills to take it statewide have failed in each of the last three sessions, most recently over a fight about how to compensate casinos for the lost foot traffic. From anywhere else in the state, prediction markets are the option.

South Carolina and Oklahoma: no path yet

South Carolina has introduced bills each session and none has passed a chamber. Oklahoma's gaming runs through tribal compacts, and the governor and the tribes have not reached a sports betting agreement despite several attempts since 2023. Both states have prediction markets available.

Florida: one app

Florida's 2021 compact gives the Seminole Tribe exclusive mobile rights through Hard Rock Bet, a position the courts upheld in 2024. No other sportsbook can enter. The open states

Tennessee, Kentucky, Louisiana, Arkansas and, since December 2025, Missouri have full online sportsbook markets. Fans there see the whole comparison on every board: sportsbooks, Novig, Kalshi and Polymarket side by side.
